Whenever any vehicle while being used without the consent of the owner shall be so
stopped or parked in violation of a section of this Code or any ordinance, the driver
or person so parking shall be deemed, upon conviction guilty, and shall be fined as
provided in section 94-3, and the owner of the car, as provided in this section, shall not be deemed guilty.
